Oxford University Press (OUP) is a department of the University of Oxford and the world's largest university press. For over 500 years, OUP has demonstrated its commitment to education through quality research and publishing. As an educational publisher and a local entity, we recognize the importance of our students being able to communicate effectively in English, and the impact of this in maintaining Hong Kong's status as a world-class city.

In view of this, OUP launched the 'Speak Better English' Campaign for the first time in November 2003. The campaign successfully raised people’s awareness of correct pronunciation, rhythm, stress and intonation in English. Each seminar was attended by thousands of students, teachers and parents. This year, 'Speak Better English' will move into its second phase. With the theme of 'Read it, Speak it', we will encourage students to read more, so they can increase their grasp of vocabulary and enhance their English communication skills.

Professor Rosaline Lee Fung, the well-known educationalist and author, together with other dedicated educators and authors, created 'Phinnie', the pink dolphin, as a means to nurture students' interest in reading. Phinnie, as Hong Kong's mascot and a clever dolphin, will be named 'Reading Ambassador' and will introduce effective reading strategies in a fun and relaxed manner. Students can also deepen their understanding of Hong Kong's heritage. Professor Fung brings with her a new and effective teaching approach – 'Readers' Theatre', a new storytelling methodology to help students master speaking and communication skills within Hong Kong's classroom environment, thus enhancing their confidence in speaking English.

With more than 30 years of experience in teaching English, Professor Fung has tried and tested many methods of teaching English and ESL. She is a leader and innovator in curriculum development in the United States, especially in the area of ESL (English as a Second Language). ESL resources and research in the US are very well-developed, catering to a cosmopolitan country with many non-native English speaking immigrants. In addition, Professor Fung was a guest lecturer at Peking University last April. By using her invaluable teaching and research experience in China, the US and Europe, her discussions of the methodology of effective English learning will act as an inspiration to Hong Kong students and teachers alike.

Activities this year will include school workshops, teacher-training programmes, an English storywriting competition and reading scheme, and much more.

The 'Speak Better English' Campaign is organized by Oxford University Press, co-organized by Hong Kong Education City, The English Speaking Union and The Hong Kong Institute of Engineers, and sponsored by Phinnie N Friends. The consultants will be Professor Rosaline Lee Fung, Mr Show-hoo Hsu and Dr Esther Yuk-wah Lai. This campaign is widely supported and endorsed by community leaders, including The Hon Sir Yang Ti-liang, Ms Cheung Man-yee, Ms Mary Pandora Cheung, Mr Luke Tsang Chi-wah, Ms Bernadette Tsui Wing-suen and Mr Robert Chow Yung.

為 此 ， 本 社 於 2 0 0 3 年 1 1 月 首 次 啟 動 「 說 好 英 語 運 動 」 ， 其 間 我 們 舉 行 了 連 串 研 討 會 ， 吸 引 了 數 千 名 老 師 、 學 生 和 家 長 參 加 ， 反 應 熱 烈 ， 成 功 喚 起 了 本 地 人 士 對 英 語 語 音 的 關 注 。 今 年 ， 第 二 階 段 的 「 說 好 英 語 運 動 」 將 以 「 Read it, Speak it 」 為 主 題 ， 進 一 步 鼓 勵 學 生 通 過 閱 讀 英 語 書 籍 增 進 詞 彙 ， 從 而 加 強 英 語 能 力 和 溝 通 技 巧 。

要 學 好 英 語 ， 多 閱 讀 英 語 書 籍 必 有 幫 助 。 一 群 熱 心 的 教 育 工 作 者 與 馮 李 康 宜 教 授 為 鼓 勵 學 生 閱 讀 ， 構 思 了 中 華 白 海 豚 「 奮 力 」 （Phinnie） 這 個 故 事 主 人 翁 。 「 奮 力 」 作 為 香 港 回 歸 吉 祥 物 ， 以 他 聰 穎 好 奇 的 個 性 ， 由 他 向 學 生 介 紹 各 種 閱 讀 技 巧 和 活 動 ， 定 能 帶 給 學 生 無 窮 的 閱 讀 樂 趣 ， 因 此 ， 我 們 選 他 為 閱 讀 大 使 ， 希 望 鼓 勵 學 生 通 過 閱 讀 ， 增 進 語 文 能 力 之 餘 ， 亦 會 加 深 對 香 港 的 認 識 。 此 外 ， 馮 李 康 宜 教 授 針 對 香 港 課 堂 環 境 及 教 學 資 源 的 限 制 ， 引 進 簡 易 有 效 的 「 Readers' Theatre」 （ 舞 台 閱 讀 ） 教 學 法 ， 以 嶄 新 的 分 組 誦 讀 形 式 講 故 事 ， 幫 助 學 生 增 強 說 英 語 的 信 心 。

馮 教 授 為 資 深 教 育 學 者 及 著 名 作 家 ， 擁 有 逾 三 十 年 英 語 教 學 及 研 究 的 經 驗 ， 在 英 語 教 學 及 英 語 為 第 二 語 言 的 學 習 方 法 上 作 多 方 面 嘗 試 。 馮 教 授 不 但 是 E S L （ 以 英 語 作 為 第 二 語 言 ） 的 教 學 專 家 ， 多 年 來 更 致 力 於 英 語 教 學 及 課 程 發 展 ， 為 美 國 多 項 英 語 課 程 發 展 的 先 驅 。 美 國 有 不 少 來 自 世 界 各 地 的 移 民 ， 故 當 地 的 E S L 學 術 研 究 及 相 關 教 學 資 源 的 發 展 均 十 分 成 熟 ， 其 中 不 少 值 得 香 港 借 鏡 。 馮 教 授 在 歐 、 美 等 地 有 廣 泛 的 教 學 和 研 究 經 驗 ， 去 年 四 月 更 曾 應 邀 到 北 京 大 學 講 學 。 她 會 融 會 各 地 所 得 的 經 驗 ， 向 老 師 和 學 生 介 紹 一 些 適 用 於 本 港 英 語 學 習 的 方 法 和 模 式 。

第 二 階 段 的 「 說 好 英 語 運 動 」 將 舉 行 連 串 活 動 ， 包 括 為 學 生 和 老 師 而 設 的 到 校 工 作 坊 、 教 師 培 訓 活 動 、 英 語 故 事 創 作 比 賽 、 學 校 課 程 改 善 及 夥 伴 計 劃 ， 以 及 英 語 閱 讀 計 劃 等 。
